Corporate Parenting Members’ Group Annual Report 2025/26
Report of the Assistant Chief Executive, Legal and Democratic Services
1.0 Purpose of Report
1.1 To present the Corporate Parenting Members’ Group Annual Report, which summarises the activity of the group over the past municipal year.
2.0 Background
2.1 The Corporate Parenting Members’ Group is a non-decision-making Member working group, established to support the Executive and the Council as a whole in fulfilling its responsibilities as a Corporate Parent.
2.2 The Group’s role includes providing advice and oversight on all aspects of the Council’s corporate parenting responsibilities, including those relating to children looked after and children and young people seeking asylum.
2.3 This Annual Report provides an overview of the work undertaken by the Corporate Parenting Members’ Group during the 2025/2026 municipal year. Executive Members are being asked to consider the report before it is presented to Full Council on 15 July 2026.
3.0 Corporate Parenting Members’ Group Annual Report 2025/26
3.1 A key responsibility of the Corporate Parenting Member’ Group is to receive annual performance updates against the Council’s seven Corporate Parenting Strategy principles, each of which is supported by a designated lead Member.
3.2 The Group also receives regular quarterly updates on a range of relevant areas, including support for unaccompanied asylum-seeking children, the performance of our residential homes, and children in care data and analysis. These reports provide a comprehensive overview of how the Council meets its corporate parenting responsibilities.
3.3 Members continue to actively engage with officers, raising a range of questions that support a deeper understanding of how services are delivered and how outcomes for children in care can be improved.

5.1 There are no significant implications.
6.0 Reasons for Recommendations
6.1 To share with Full Council the work of the Corporate Parenting Members’ Group during 2025/26.

Recommendations
Executive is invited to:
Approve the Corporate Parenting Members’ Group Annual Report for 2025/26.
Consider whether there are any issues arising from the Annual Report which need to be factored into the work programme for 2026/27.
Agree to recommend the report to Full Council on 15 July 2026. 7 |
